BACKGROUND:
On December 3, 2024, City Council approved the purchase of solid-waste trash compactors for the Public Works Sanitation Division for use in the downtown area, due to the dense and rapid development, as well as the spatial limitations of the area. The compactors require metered electric services to power the units.
The City of Ocala (City) has an existing Facilities Management Department contract that provides for electrical repair and installation services. Request for Quotation (RFQ) No. FAC/220859 was issued on October 17, 2022, to invite bids for electrical repair and installation services. After a competitive bidding process, Chuck’s Stokes Electric of Central Florida, Inc. (Stokes Electric) was identified as the lowest responsive and responsible bidder. The initial contract term was for two years with two optional one-year renewals.
On October 17, 2023, City Council approved an additional $100,000 in expenditures for generator installations and ongoing electrical repairs.
On July 2, 2024, the City approved an additional $50,000 to cover anticipated expenditures for the remainder of the contract term, which ended on December 6, 2024.
On September 23, 2024, Stokes Electric agreed to renew contract FAC/220859 under the same terms, conditions, and pricing outlined in the original agreement for the term commencing December 7, 2024, through December 6, 2025.
On October 15, 2024, City Council approved the renewal of the contract through December 6, 2025, with an additional expenditure of $200,000, bringing the total contract value to $440,000.
FINDINGS AND CONCLUSIONS:
Staff anticipates that an additional expenditure of $62,059 will be necessary to cover the installation cost of the electric services for the five downtown compactor locations based on quotes received from Chuck’s Stokes Electric of Central Florida, Inc. The locations are as follows: the alley behind the Ivy House (Ivy House), the parking lot behind the Marion Theatre (Marion Theatre), SE 2nd St (Bank Street Patio Bar), the alley behind the Brick City Southern Kitchen (Brick City), and Lot 7 (American Pawn).
Staff recommends approval of the additional $62,059 expenditure.
FISCAL IMPACT:
Funding for this installation is budgeted for Fiscal Year 2025-26 in account 453-023-325-534-53-34010 in the amount of $37,233 and for Fiscal Year 2026-27 in account 453-023-325-534-53-34010 in the amount of $24,826.
PROCUREMENT REVIEW:
These services were procured in compliance with the City’s Procurement Policy.
