BACKGROUND:

On May 2, 2023, the City Council (Council) approved Contract No. CIP/230266 with C.W. Roberts Contracting, Inc. (CWR), for Transportation Rehabilitation Improvement Program (TRIP) projects for an initial term of two years with a maximum limiting amount not to exceed $5,000,000.  Per the contract terms, two optional one-year renewals may be exercised, with a maximum 3 percent pricing increase at each renewal. The initial term expired on May 2, 2025. 

 

On March 19, 2024, Council approved the First Amendment increasing the aggregate expenditure to $10,000,000.

 

On May 6, 2024, the City approved the Second Amendment modifying the Unit Pricing Schedule by adding lines to Exhibit B.

 

On April 15, 2025, Council approved the Third Amendment, including the first one-year renewal term with CWR for TRIP projects.  This amendment stipulated an amount not to exceed $3,000,000 and contained a 3% increase to the unit pricing schedule.

 

FINDINGS AND CONCLUSIONS:

CWR has agreed to renew the contract for a second one-year term and has requested a 2.4 percent increase.  If approved, the renewal will extend the contract to May 2, 2027. 

 

CWR is a local contractor with excellent references.  They have performed well on City projects and consistently produced high-quality work.   Staff recommends approval of the second one-year renewal option of the contract.

 

FISCAL IMPACT:

Funding is available for Fiscal Year 2025-26 in account 120-020-255-541-54-46010 in the amount of $1,000,000. The remaining $5,000,000 will be appropriated in the upcoming fiscal year as needed.

These services were procured in compliance with the City’s Procurement Policy.

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
