BACKGROUND:

The Ocala Police Department utilizes a competitively awarded State of Florida contract for fuel card services from WEX Bank, as needed. The contract enables Ocala Police Department (OPD) personnel to purchase all grades of unleaded gasoline and fuel oil from participating gas station merchants at negotiated rates. 

 

WEX fuel cards are a convenient fuel option for OPD employees who work undercover or periodically work outside the Marion County area and do not have access to the three city-owned fuel islands available for city-owned vehicles within Marion County. 

 

WEX also provides an online program that offers real-time fuel price mapping, participating station location information, and internal controls and reports for supervisors. The WEX fuel card program offers a discount of three cents per gallon off the retail price at 95 percent of U.S. gas stations. All rebates and credits are realized at the time of the transaction and are netted against the fuel card invoices quarterly.

 

FINDINGS AND CONCLUSIONS:

As a political subdivision of the state of Florida, the City of Ocala qualifies as an eligible user of Florida Department of Management Services (“DMS”) alternate contract source (“ACS”) agreements under Rule 60A-1.001, Florida Administrative Code. ACS agreements have been competitively solicited by governmental agencies and evaluated and determined by the Florida Secretary of Management Services to be cost-effective and to afford best value.  On October 17, 2023, the City Council approved OPD’s utilization of DMS’s ACS Agreement for Fuel Card Services, Contract No.: 78181701-21-NASPO-ACS, through December 31, 2025.  Contract No. 78181701-21-NASPO-ACS was recently renewed by DMS for a two-year term ending December 31, 2027.

 

OPD expended $194,266 during the initial contract term and projects that $96,000 in expenditure authority will be required to cover anticipated costs through December 31, 2027.

 

Staff recommends approval.

 

FISCAL IMPACT:

OPD's fuel card services are budgeted under account 001-018-820-521-52-52020.  Expenditures will continue to be tracked under Munis Contract No. OPD/211006.

 

PROCUREMENT REVIEW:

These goods and services were procured in compliance with the City’s Procurement Policy. 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
