BACKGROUND:
The aircraft parking apron/ramp directly in front of the General Aviation Terminal is about 140,000 square feet and rates 52 (poor) on the Pavement Condition Index (PCI). The current pavement section is 8.5” of asphalt over a 12” lime rock base supported by 12” of a clay-stabilized subgrade. The base and first few layers of asphalt are some of the oldest on the airport, original to the airport’s construction in the late 1960s. In 2008, after water infiltration through the subgrade dislodged dinner plate-sized sections, the top 2” of asphalt was replaced. At that time, funding was not available to correct the underlying problems.
Today, problems exist with asphalt rutting, possibly the result of a subgrade failure or a poorly constructed bituminous surface mix.
This Federal Aviation Administration (FAA) grant funds the design of the rehabilitation of this ramp area. The existing pavement section will be load-tested with a heavy-weight deflectometer to determine strength. Pavement cores shall extend into the subgrade to ensure the base's adequacy. Initial considerations are to mill the asphalt to a 5‐7” depth and replace it with a similar thickness of Portland Cement Concrete (P‐501). Depending on the results of the testing, deeper rehabilitation may be required. Construction will occur in Calendar Year 2025 and be funded through a separate, future FAA (and possibly FDOT) grant.
The design will be conducted by airport consultant Infrastructure, Consulting and Engineering, PLLC (ICE). The scope is attached for reference.
FINDINGS AND CONCLUSIONS:
• ICE is the consultant conducting the design, operating under an existing general consulting agreement (AIR/220118) entered into on July 20, 2022.
• ICE’s fee was negotiated using the FAA-required independent fee review process and was required to receive the grant.
• The Airport Advisory Board supports this project.
• The project is consistent with the Airport Master Plan.
• Staff will coordinate any and all surveying and testing with Sheltair Aviation, the ramp area's leaseholder.

A RESOLUTION TO APPROVE FEDERAL GRANT AGREEMENT #3-12-0055-034-2024 BETWEEN THE CITY OF OCALA AND THE FEDERAL AVIATION ADMINISTRATION FOR DESIGN OF APRON REHABILITATION IN THE AMOUNT OF $86,877
WHEREAS, the FAA has provided a grant offer to participate in 90% of the project costs associated with the design of the terminal apron rehabilitation with the FAA expense not to exceed $86,877; and
WHEREAS, funds for the City’s match of $9,653 are available in the Airport's fund balance.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled as follows:
