BACKGROUND:

The Public Works Department utilizes emergency debris removal contracts to assist in the remediation of large-scale natural and manmade disasters within the City limits. Utilizing a firm specializing in this work and skilled in the application of Federal Emergency Management Agency (FEMA) guidelines helps ensure rapid recovery and reimbursement of declared emergency expenditures is maximized. Public Works does not have the necessary manpower and equipment to handle a large-scale natural disaster alone. This service will provide the necessary manpower and equipment to administer emergency debris removal in a timely manner.

 

FINDINGS AND CONCLUSIONS:

On June 19, 2018, City Council approved a three-year contract with the option for two, one-year renewals for emergency debris removal services within the City limits. The evaluation committee ranked Ceres Environmental Services, Inc. as the primary vendor and Crowder-Gulf Joint Venture, Inc. as the secondary vendor for all debris removal services. Having these debris removal contracts available will help facilitate any debris removal activities beyond the capability of our current staff level in an expeditious manner.

Staff benchmarked pricing and found the renewal competitive based on price and location.

On June 20, 2021, City Council approved the existing First Amendment for the period of June 20, 2021, through June 19, 2022. Staff recommends approving the final one-year contract renewal for primary emergency debris removal services with Ceres Environmental Services, Inc., and a one-year contract renewal for secondary debris removal services with Crowder-Gulf Joint Venture, Inc.

 

FISCAL IMPACT:

This is an “on-call - no-cost” contract. The financial impact of this contract is dependent upon the number and severity of the disaster events. The cost of this work is budgeted in an emergency fund and will be used on an as-needed basis. Should the City require the use of this contract, a budget resolution will be brought forward to appropriate the funds.

 

PROCUREMENT REVIEW:

The renewals have been reviewed and approved for compliance with the City's procurement policy.

 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, Robert W. Batsel, Jr.
