BACKGROUND:
On September 24, 2024, Tropical Storm Helene strengthened into a hurricane before making landfall on Florida’s Coast. On September 28, 2024, President Joseph R. Biden, Jr. approved an emergency declaration for Florida. On September 24, 2024, Governor Ron DeSantis approved Executive Order 24-209 declaring a statewide emergency due to Hurricane Helene. Furthermore, on September 23, 2024, Marion County requested a declaration of a state of local emergency due to the threat of harm to human life and property from the possible impact of Hurricane Helene.
FINDINGS AND CONCLUSIONS:
During Fiscal Year 2024-25, the City incurred expenses related to Hurricane Helene totaling $139,672.
FISCAL IMPACT:
Budget reserves totaling $139,672, as detailed below, will be used to support Fiscal Year 2024-25 expenditures caused by Hurricane Helene.
Staff recommends and seeks approval of the fund allocations for hurricane-related city expenses as follows:

BUDGET RESOLUTION 2026-102
A RESOLUTION AMENDING THE FISCAL YEAR 2024-25 BUDGET TO APPROPRIATE FUNDS TO SUPPORT EXPENDITURES INCURRED AS A RESULT OF HURRICANE HELENE IN THE AMOUNT OF $139,672.
WHEREAS, on September 28, 2024, President Joseph R. Biden, Jr. approved an emergency declaration for the State of Florida; and
WHEREAS, on September 24, 2024, due to the threat of hurricane Helene, Governor Ron DeSantis declared a state of emergency for the entire state of Florida by issuing Executive Order 24-209; and
WHEREAS, on September 23, 2024, Marion County, Florida, requested a declaration of a state of local emergency for the possible threat of harm to life and property due to Hurricane Helene; and
WHEREAS, Marion County as a whole qualified to receive reimbursement of expenditures from the Federal Emergency Management Agency. The City is currently working with FEMA and the State for reimbursement of expenses.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2024-25 budget be amended as outlined below.
