BACKGROUND:
The Public Works Streets Division has an ongoing need to mitigate trip hazards on City sidewalks. On October 21, 2025, the City Council approved an agreement with Precision Sidewalk Safety Corp. (Precision), Contract No.: PWD/250985, to piggyback the Panhandle Area Educational Consortium’s (PAEC) cooperative purchasing contract, Florida Buy Contract No. 22-139, for concrete sidewalk trip hazard repairs in the amount of $75,000. The cooperative purchasing agreement was subsequently renewed for an additional year, extending the City’s ability to utilize the piggyback contract with PAEC through September 14, 2027.
Precision uses a patented process to cut sidewalks, eliminating trip hazards. Renewing the piggyback agreement with Precision enables the Public Works Department to effectively and expeditiously remediate existing trip hazards on City-maintained sidewalks that, due to workload, are beyond the capabilities of the staff resources.
FINDINGS AND CONCLUSIONS:
During Fiscal Year 2025-26, Precision repaired 1,432 trip hazards along 7.9 miles of City-maintained sidewalks. Public Works maintains 176 miles of sidewalk within the city limits. Between Fiscal Years 2015 and 2026, Precision repaired 16,242 trip hazards along 181.3 miles of City-maintained sidewalks.
Staff recommends approval of the cooperative purchasing agreement with Precision Sidewalk Safety Corp. for the period from September 15, 2026, through September 14, 2027.
FISCAL IMPACT:
Funding for this contract has been budgeted for Fiscal Year 2026-27 in account 091-023-255-541-54-46010 for $75,000.
