BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan, approved by the Department of Housing and Urban Development (HUD), includes the rehabilitation and reconstruction of owner-occupied housing for income-qualified applicants. Evaluation of the Johnson residence at 2015 NW First Street revealed a need to replace the HVAC, upgrade the plumbing and electrical, replace the water heater and kitchen cabinets, remodel the hall bathroom, replace exterior doors, make interior repairs, paint the interior, replace the appliances with energy-efficient ones, replace the windows, and replace the flooring in the laundry room.
FINDINGS AND CONCLUSIONS:
Services for this project were solicited in compliance with the City’s procurement process and in accordance with grant and program guidelines. On May 12, 2026, the City issued an Invitation to Bid (ITB) No.: CDS/260655 for the rehabilitation of the Johnson residence. The ITB closed on May 28, 2026, with five bidders responding. The Ford Design Group, LLC, of Orlando, Florida, was found to be the lowest responsible bidder at $52,000.

Funding for this project is available through the City’s Community Development Block Grant. Staff recommends approval.
