BACKGROUND:

The City of Ocala (City) has existing stormwater pipes located on parcels east of SW Third Avenue it wants to relocate to the public right-of-way. The parcels are between SW Second Avenue, SW Third Avenue, SR 40, and West Fort King Street (Marion County Parcel IDs: 2854-025-001, 2854-025-002, 2853-026-002, and 2853-026-003).

 

The City issued Task Work Order #29 - SW Third Avenue Drainage Improvements under the City’s Agreement for Continuing Professional Engineering Services, Contract No. ENG/210895 (Master Services Agreement) to Kimley-Horn & Associates, Inc. (Kimley-Horn). The work is to analyze the existing stormwater pipes and prepare improvement plans to remove them from the parcels; re-route them along SW Third Avenue; and to add curb inlets and storm pipe on SW Broadway Street between SW Second Avenue and SW Third Avenue.

 

This amendment will add additional scope to the Task Work Order to include design for increasing the size of the stormwater pipe along Fort King Street from SW Second Avenue to SW Third Avenue.

 

FINDINGS AND CONCLUSIONS:

The City will provide field survey and site investigation notes on the condition, material, and sizes of the existing pipes to be re-routed with this project. This project does not include any modifications to any conveyance system improvements outside the re-routed pipes.

 

Kimley-Horn will provide the following additional design services as outlined by this amendment:

 

1.                     The necessary details to remove the existing 12” x 18” elliptical reinforced concrete pipe, ERCP, and replace it with a 48” or 60” reinforced concrete pipe, RCP, or equivalent, along Fort King Street from SW Second Avenue to SW Third Avenue. The size of the proposed pipe will be finalized during design. The extension will connect to the existing manhole located at the intersection of Fort King Street and SW Second Avenue.

 

2.                     Complete the additional design services for a lump sum fee of $15,320.32, inclusive of expenses.

 

Staff recommends approval.

 

FISCAL IMPACT:

The additional funding in the amount of $15,320.32 for this project is available in account string 158-020-430-538-53-31010.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy. 

 

LEGAL REVIEW:

The Master Service Agreement governing this Task Work Order was reviewed and approved for form and legality by former City Attorney, Robert W. Batsel, Jr.
