BACKGROUND:
On November 7, 2022, Tropical Storm Nicole formed and became a hurricane before making landfall along Florida’s East Coast. On November 9, 2022, Governor Ron DeSantis approved an emergency declaration for Florida and approved executive order 22-255 declaring a statewide emergency because of Hurricane Nicole and on December 14, 2022, President Joseph R. Biden, Jr. declared Hurricane Nicole as a major disaster.
FINDINGS AND CONCLUSIONS:
Approximately $346,000 of City expenses have been reimbursed by the Federal Emergency Management Agency (FEMA) and the State of Florida for Category B, Protective Measures. During Fiscal Year 2022-23 the City incurred expenses related to Hurricane Nicole totaling $398,497.
FISCAL IMPACT:
Budget reserves totaling $398,497, as detailed below, will be used to support Fiscal Year 2022-23 expenditures caused by hurricane Nicole.
Staff recommends and seeks approval of the fund allocations for hurricane related city expenses as follows:

BUDGET RESOLUTION 2024-104
A RESOLUTION AMENDING THE FISCAL YEAR 2022-23 BUDGET TO APPORPRIATE FUNDS TO SUPPORT EXPENDITURES INCURRED AS A RESULT OF HURRICANE NICOLE IN THE AMOUNT OF $398,497
WHEREAS, on December 14, 2022, President Joseph R. Biden, Jr. approved an emergency declaration for the State of Florida; and
WHEREAS, on November 9, 2022, due to the threat of hurricane Nicole, Governor Ron DeSantis declared a state of emergency for the entire state of Florida by issuing executive order 22-255; and
WHEREAS, the City has been reimbursed for expenditures from the Federal Emergency Management Agency and the State of Florida which have been returned to the appropriate fund’s contingency account.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the Fiscal Year 2022-23 budget be amended as outlined below:
