BACKGROUND: The acquisition of the IOM, LLC. parcel (0.29 of an acre) will complete the Mt. Moriah block acquisition in support of the Parking Garage No.2 Project. The parcel is located at the northwest corner of SW Third Avenue and SW Broadway Street. The site has been used for parking since the building was demolished in 2010. The City previously completed the closing of the Mt. Moriah parcels in September 2022.
FINDINGS AND CONCLUSIONS:
While using ground penetrating radar (GPR) eight anomalies were discovered on the proposed parking lot site. Geo-Tech has recommended these anomalies be investigated with eight additional borings and testing. The cost of the additional testing is detailed in the attached proposal. The additional funding is needed to complete testing.
Staff recommends approval.
FISCAL IMPACT: The Reserve for Projects account 001-099-999-513-81-99810 is an appropriate use of the project funding in the amount of $10,444. The expense account is 001-020-328-545-69-65010.

BUDGET RESOLUTION 2023-153
A RESOLUTION AMENDING THE FISCAL YEAR 2022-2023 BUDGET TO APPROPRIATE FUNDS FROM THE GENERAL FUND RESERVE FOR PROJECTS ACCOUNT TO SUPPLEMENT FUNDING FOR TESTING TO BE COMPLETED BY GEO-TECHNOLOGIES IN THE AMOUNT OF $10,444
WHEREAS, due to the continued revitalization of Downtown Ocala, a second parking garage is needed; and
WHEREAS, the City needed to purchase Parcel ID 2853-026-002, which is adjacent to the Mt. Moriah church property that the City recently purchased to have enough land on which to build the second parking garage; and
WHEREAS, the location will support parking needs for the existing businesses south of SR 40 between South Pine Avenue and South Magnolia Avenue plus any redevelopment taking place in the area; and
WHEREAS, an additional $10,444 is needed for eight anomalies that were discovered on the proposed parking lot site; and
WHEREAS, the Reserve for Projects account has a balance of $615,737 and is an appropriate use of the project funding.
NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, duly assembled in regular session, that the FY2022-2023 budget be amended as outlined below to appropriate funding as follows:
