body
BACKGROUND:
The City of Ocala (City) has nine potable water and reuse storage tanks. These storage tanks collect sediment over time and must be cleaned and inspected regularly in accordance with Florida Department of Environmental Protection (FDEP) regulations (Rule 62-555.350, F.A.C.).
FINDINGS AND CONCLUSIONS:
After a competitive solicitation, the City of Fort Lauderdale, Florida, awarded Contract No. CAM-24-0019 to In Depth, Inc. (In Depth), for the provision of commercial diving services. Contract No. CAM-24-0019 was awarded for an initial term beginning March 19, 2024, and ending March 18, 2025, with three optional one-year renewal terms.
In Depth agreed to extend pricing and services to the City of Ocala under the same terms and conditions as Contract No. CAM-24-0019. On November 21, 2024, the Water Resources Department was granted a procurement exception to piggyback Fort Lauderdale Contract No. CAM-24-0019 for the provision of commercial diving services from December 20, 2024, through March 18, 2025, with a contract expenditure of $50,000.
On March 4, 2025, Fort Lauderdale exercised the first available renewal term under Contract No. CAM-24-0019, through March 18, 2026. On March 14, 2025, the City and In Depth entered into a first amendment to their Cooperative Purchasing Agreement to continue use of the contract through March 18, 2026, with an anticipated annual expenditure of $50,000.
On April 21, 2025, the City and In Depth entered into a second amendment to their Cooperative Purchasing Agreement to continue use of the contract through March 18, 2026, with an anticipated annual expenditure of $150,000.
To date, approximately $143,667.50 of the revised $150,000 contract amount has been expended for the removal of accumulated sediments from all storage tanks. Due to high water production demand, the tanks are experiencing increased sedimentation. Water Resources is requesting approval to enter into a third amendment with In Depth. Staff anticipates that a not-to-exceed amount of $150,000 in expenditure authority is necessary for the continued removal of accumulated sediments of all storage tanks through March 18, 2027.
Staff recommends approval.
FISCAL IMPACT:
The Water Resources Department has budgeted sufficient funds in Fiscal Year 2025-26 for tank cleaning and inspection under the account strings 455-030-303-533-53-46010 and 455-030-303-537-53-46010.
