BACKGROUND:
Meadow Oaks (SW 22nd St), Southwind (Lake Weir Ave) and College Heights Park (SW 16th St/Pl) are residential neighborhoods without sanitary sewer service. Most of the properties in these neighborhoods are currently handling the generated sewage using septic tanks. This project will extend sanitary sewer infrastructure to provide sanitary sewer service availability to all properties within these vicinities.
The project will aid in the goal of reduction of septic tanks within the Rainbow Springs and Silver Springs spring sheds by making sanitary sewer service available for hookup. Eliminating septic tanks reduces the infiltration of nitrogen to the aquifer, helping the Silver Springs and Rainbow Springs according to their Basin Management Action Plans, (BMAPs).
The total cost of the project is estimated at $3,500,000. Florida Department of Environmental Protection (FDEP) agrees to provide the City a 50% share with an amount not to exceed $1,750,000 and the City will cover the remaining $1,750,000.
FINDINGS AND CONCLUSIONS:
This project will aid in the eventual removal of approximately 165 septic tanks within the two spring sheds by making sanitary sewer service available.
Engineering Department has designed the project and will manage the bidding and construction. Water Resources Department will operate and maintain the proposed infrastructure.
Staff recommends approval.
FISCAL IMPACT:
FDEP agrees to provide the City a 50% share with an amount not to exceed $1,750,000 which will be appropriated in account 308-050-376-535-69-65010. The City’s match of $1,750,000 will be available in account 616-030-376-535-69-65010.
PROCUREMENT REVIEW:
This grant is in compliance with the City’s procurement policies.
LEGAL REVIEW:
The grant agreement will be reviewed for form and legality by the City Attorney, Robert W. Batsel, Jr.
