BACKGROUND: On December 19, 2017, City Council approved five-year agreements with GovSense, LLC ("GovSense") for the provision of the GovSense Land Management Software (the "system") and Oracle America, Inc. ("Oracle") for the provision of their NetSuite platform. The GovSense software modules include planning, permitting, code enforcement, and licensing. The contract with GovSense expires on December 30, 2022. The system also includes parking and customer service modules. The GovSense system is built on Oracle's NetSuite platform.

The Growth Management and IT departments are recommending renewing the GovSense contract for one year. Currently, all modules are operating except permitting, which is the final testing phase. Staff is planning to go live with permitting in early 2023.

FINDINGS AND CONCLUSIONS: The one-year renewal for the GovSense software maintenance and support is $69,666. During the next year, staff will work with GovSense and Oracle on new long-term contracts. Staff will finalize a long-term contract after the permitting module is fully operational. Overall, performance of the software is satisfactory, however the implementation process for all the modules has been, and continues to be, behind schedule.

FISCAL IMPACT: The funding will come from the Reserve for Building Fund balance (001-099-999-513-81-99170), which is approximately $3,825,832. An accompanying budget resolution is provided on the consent portion of this agenda.
