BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (HUD) includes rehabilitating and reconstructing owner-occupied housing for income-qualified applicants.
On or about January 10, 2024, the City's Community Programs Division received an application from an elderly household to perform housing rehabilitation. Evaluation of the Carter home on NW Second St. revealed a need to replace the roof, install a new HVAC system and attic insulation, upgrade the electrical system, upgrade the plumbing, replace all the windows, remodel the bathroom, replace the kitchen cabinets, replace damaged flooring throughout the home, make interior repairs, and paint the interior and exterior of the home.
FINDINGS AND CONCLUSIONS:
On December 4, 2024, the City issued Invitation to Bid (ITB) CDS/240875 for the rehabilitation of the Carter residence. The bid closed on December 19, 2024, with seven bids received. One bid was rejected as non-responsive for failure to timely provide required documentation. Newson Construction & Consulting, LLC, of Cape Coral, Florida, was deemed to be the lowest responsive bidder with a bid of $110,150.
The City's Community Development Block Grant (CDBG) and the West Ocala CRA will fund the project. Staff recommends approval.
FISCAL IMPACT:
Funding in the amount of $60,150 is available in account 346-060-644-554-55-34010.
