BACKGROUND:
* Applicant: Priscilla Investments, LLC and PASD Investments, LLC
* Property Owner: Priscilla Investments, LLC and PASD Investments, LLC
* Agent: Miles Anderson, P.E., Miles Christian Anderson Consulting Engineers, Inc.
* Originally annexed into the city in 2005, the lot(s) has remained vacant and undeveloped.
* The projected PM peak hour trips are 98.7. Because this number does not exceed 100, a full traffic study is not required.
* Staff recognized an error in the Planning & Zoning Memo, which states the developer is proposing approximately one hundred single-family residential and single-family residential zero lot line homes, sixty-six and forty-four respectively. However, the correct breakdown of single-family residential to single-family residential zero-lot line homes is 52 single-family detached to 48 zero-lot line homes. The correct amount is reflected in the City Staff Report.
* The PD plan includes passive recreation areas, a dog park, and extended buffers along the northern and western boundaries of the site.
* The Planning & Zoning Commission recommended approval with a six to zero vote at their May 20, 2024, meeting.

FINDINGS AND CONCLUSIONS: The PD plan and standards are consistent with the land development regulations and compatible with the surrounding area. Staff recommends approval.
