BACKGROUND:
The Local Mitigation Strategy (LMS) Steering Committee must submit an annual report to the Florida Department of Emergency Management (FDEM). Additionally, the City is required by the Community Rating System (CRS), to submit an annual evaluation report of the LMS projects to City Council and review the plan implementation, to maintain our Insurance Service Office (ISO) rating for flood.
Attached is a letter from the City Engineer regarding implementation of the City's LMS projects. Also attached is the LMS 2023 annual report submitted to FDEM by the LMS Steering Committee and coordinated by Marion County.
Following Hurricane Irma, in 2018, the City of Ocala received funding for five LMS projects. FEMA and FDEM cancelled the Heritage Hills flood relief project and the NE 17th Road relief project because the estimated construction costs exceeded the funding thresholds for the mitigation provided. The Northeast 16th Avenue drainage project was bid for construction, but the bids exceeding the grant funding. FEMA and FDEM are currently reviewing the lowest bid and budget change request for the increase in funding. We have successfully bid and awarded the Lift Station Generators and Manhole Lid Improvements project, as well as the Fisher Park Lift Station Generator and Flood Project, both of which are currently under construction. The Lift Station Generators and Manhole Lid Improvements project is approximately 30 percent complete and on schedule. The Fisher Park Lift Station Generator and Flood project commenced construction on March 11, 2024.
