BACKGROUND:
The primary objective of the Fairfield Village Sewer Expansion Project (the "Project") was to design and construct a sanitary sewer system that will remove from service a package plant that services approximately 350 mixed use residential lots and a community center. The Project successfully reduces approximately 710 pounds of total nitrogen annually from the Rainbow Springs Basin Management Action Plan (BMAP) area. This area was considered impaired by the Florida Department of Environmental Protection (FDEP) because of the high nitrate levels at the springs.
On January 7, 2020, City Council approved the original grant agreement, LPS0030, between the City of Ocala and FDEP for eligible work performed for the Project between July 1, 2019 and September 30, 2020. On July 8, 2020, the parties executed a change order to extend the completion date to March 21, 2021, due to a COVID-19 Emergency Order.
On February 2, 2021, City Council approved Amendment No. 1 to the grant agreement extending the expiration date to September 30, 2022, due to materials delays and unresolved issues of assets and easements between the City and Sun Communities, Inc. On September 9, 2022, City Council approved Amendment No. 2 which further extended the expiration date to December 31, 2024, due to materials related delays.
All construction related to the grant was completed on February 8, 2022.
